Comparing G2G and P2P


To assess the outcomes of government-to-government (G2G) recruitment vs. private recruitment agency-mediated recruitment (P2P), this study compared the Philippines-Korea migration system (i.e., G2G under the Employment Permit System or EPS) and the Philippines-Taiwan migration system (which is dominated by the P2P). The comparison focused on migration governance, coordination between origin and destination countries and migrant worker protection. Both recruitment systems have their share of advantages and disadvantages as viewed by different stakeholders: government organizations, employers, migrant workers and civil society organizations.

SMC coordinated the three-country study and cooperated with the IOM Migration and Research Training Centre and the Taiwan Action Research Association for the research in Korea and Taiwan, respectively.
