MANILA, Philippines --- Seafarers will no longer have to present their overseas employment certificate (OEC) at the Ninoy Aquino International Airport (NAIA) for validation after the Philippine Overseas Employment Administration (POEA) issued a memorandum exempting them from this procedure.
