The Country Migration Report: The Philippines 2013 (CMR), a comprehensive review of the country’s international migration experience since the 1970s, was launched on 27 June 2013 in Makati City. Supported by the International Organization for Migration, the CMR was prepared by the Scalabrini Migration Center, with the cooperation of the Department of Labor and Employment, Commission on Filipinos Overseas and the Philippine Overseas Employment Administration as key partners. Throughout the CMR process, more than 30 government agencies, civil society organizations, academic institutions and private sector representatives participated in the various consultations.
In her keynote message, Labor Secretary Rosalinda Baldoz said that the CMR would be useful in guiding three important areas in the governance of labor migration: mainstreaming migration in development; designing and improving reintegration programs and services; and improving the government’s capacity for crisis-preparedness. Secretary Imelda Nicolas, in her closing remarks, said the CMR is timely in light of the mid-term review of the Philippine Development Plan 2011-2016. She expressed the hope that the CMR would be a living document. For his part, Mr. Marco Boasso, Chief of Mission of IOM Philippines, commented on the multi-stakeholder cooperation in the making of the CMR and hoped that this would continue.
