Migration Conversations with Dr. Kazue Takamura<\/p>\n\n\n\n

<\/a>Between the 1980s and early 2000s, Japan was a notable and distinctive destination of overseas Filipino workers (OFWs), mostly women, who were recruited as entertainers. This migration was fraught with deep concerns over the protection and welfare of young women. In her presentation at Migration Conversations last July 9, \u201cA New Generation of Filipino Migrant Workers in Japan: From Trafficked Entertainers to Protected Overseas Workers?,\u201d Dr. Kazue Takamura discussed the changing profile of Filipinos in Japan. The majority of Filipinos in Japan are already long-term residents and the population of overseas Filipino workers in the country is no longer entertainers. The new profile of OFWs and the Philippine state\u2019s actions to protect its nationals working abroad are pointing to a new generation of better-protected OFWs. Assistant Secretary Levinson Alcantara of the Department of Migrant Workers and Dr. Jorge Tigno of the Philippine Migration Research Network (PMRN) offered reactions that kicked off a lively exchange. Thanks to Dr. Takamura, Senior Faculty Lecturer, Institute for the Study of International Development, McGill University, for sharing her ongoing research on the role of an origin state, such as the Philippines, in promoting migrant worker protection. Thanks to participants from the University of the Philippines, Department of Migrant Workers, Commission on Filipinos Overseas, International Organization for Migration, and members of PRIME Alliance and the Philippine Association of Service Exporters, Inc. for joining us in this event. The Scalabrini Migration Center (SMC) and the Philippine Migration Research Network (PMRN) co-organized the in-person forum held at the Center.<\/p>\n\n\n\n
